Message from the Director. I wanted to take a moment and thank all our patrons and friends for their support through the last 7 years as we continue to improve our library district. As a reminder, in November ofChemung County residents approved the creation of a public library district that covers all of Chemung County. Upon the granting of its charter by the board of regents, title to all library properties and funds that were held by the Steele Memorial Library and the Horseheads Free Library were transferred to the CCLD and their employees became employees of the library district.
